Brothers Redevelopment currently has 32 openings available in a new grant program for Adams County residents!


Adams County residents looking to buy their first home, start a business, or pursue higher education have an opportunity through Brothers Redevelopment's Individual Development Account (IDA) Savings Program. The program offers a substantial savings match that can significantly impact participants' ability to achieve these financial goals.


This program represents one approach to addressing wealth-building challenges that many working families face. By requiring personal savings contributions and providing substantial matching funds, the IDA model aims to create sustainable pathways to asset ownership and economic stability.


For Adams County residents who meet the income requirements and are prepared to commit to the savings and educational components, the program offers access to opportunities that might otherwise require years of additional saving to pursue independently.


Program Structure


Participants who save $1,000 over a minimum six-month period receive a 9:1 match from Brothers Redevelopment, resulting in $10,000 total available funds. The matched portion does not require repayment, and funds are distributed directly to approved vendors rather than to participants.


Eligible Uses


The $10,000 can support three specific purposes:

  1. Homeownership: Down payments, closing costs, and related home purchase expenses within Adams County

  2. Business Development: Start-up costs, equipment, inventory, and other business establishment needs within Adams County

  3. Post-Secondary Education: Tuition, educational materials, and related expenses (educational institutions can be located outside Adams County)


Eligibility Requirements


The program targets working households with specific income parameters. Applicants must currently reside in Adams County and plan to use funds within the county (except for education). Household income must fall between 80% and 120% of the Area Median Income.


For 2025, the income ranges are:

  • 1-person household: $72,950 - $117,700

  • 2-person household: $83,400 - $134,500

  • 3-person household: $93,800 - $151,300

  • 4-person household: $104,200 - $168,100

  • 5-person household: $112,550 - $181,550

  • 6-person household: $120,900 - $195,000

  • 7-person household: $129,250 - $208,450

  • 8-person household: $137,550 - $221,900


Application and Participation Process


Interested residents begin by submitting an application along with photo identification and income documentation. Brothers Redevelopment conducts a credit review upon acceptance into the program.


Participants then commit to saving $1,000 in six months or longer through the program's custodial savings account. Additionally, participants must complete educational classes specific to their intended use of the funds—whether homeownership, business development, or post-secondary education.


Once participants meet all requirements, Brothers Redevelopment disburses the full $10,000 directly to approved vendors. All funds must be used by December 31, 2026.


Program Background


Individual Development Account programs emerged from research showing that many working families have the capacity to manage monthly payments for homes, businesses, or education, but struggle to accumulate the initial capital required. The IDA model addresses this barrier by providing both an incentive to save and educational support to help participants succeed long-term.


The required savings period and educational components help ensure participants develop financial management skills and understand the responsibilities associated with homeownership, business ownership, or educational investment.
